The third party administrator (TPA) for Cleveland ISD's 403(b) and 457(b) is PenServ Plan Services.

PenServ's third-party administrative (TPA) and recordkeeping services provide point-to-point monitoring, security, and testing to ensure that every aspect of your retirement plan is legally compliant with federal regulations.

PenServ systems are designed maintained solely by PenServ IT professionals, so participants have 24/7 access to enrollment and educational systems, information on investment providers, and a variety of user-friendly tools to manage retirement accounts. Amounts available for hardship and loans are captured and displayed in the system, and employees can receive immediate approval for distribution of available funds.

Process for withdrawals or rollovers from outside investment providers:

  1. Request a withdrawal form from your investment provider

  2. Complete the withdrawal form and submit it to PenServ for review

  3. PenServ will review and confirm the withdrawal/rollover meets IRS requirements

  4. Once approved, PenServ will release the requested funds by either direct deposit or regular mail

  5. Full process can take anywhere from 14-21 business days
